Is this too mature for a 13 year old?

my sis wants to wear black, leather jackets, dark smokey eye makeup and dark nail polish & shop at clothing shops such as saks fifth ave, bloomies, and EXPRESS. i think it's a bit too much for someone so young, what do you all think.
